CleanScapes Project Application

To submit your project application please ensure that you have included all required materials. Please upload a Project Detail Sheet for each individual project you would like to have installed. For example, if you would like to have two rain gardens and a conservation landscaping project installed, you should submit three Project Detail Sheets (2 Rain Garden and 1 Conservation Landscape).

Please carefully read through all the Acknowledgements at the bottom of the Application Form.

Only costs required for the project will be considered for reimbursement. You may not submit a Project Application for Pavement Removal and Permeable Pavers for the same project location. Costs from Pavement Removal can be included in a Permeable Pavement project.

A project with the Clean Water Howard (CWH) program may not be used to fulfill a stormwater Best Management Practice (BMP) requirement for new development or be used to correct a violation. If found to be in non-compliance with this policy, I will be responsible for repaying back the entire reimbursement amount allocated. If my project is approved, it is anticipated that I will follow through with project installation. If there is any uncertainty about whether I will install CWH project on my property, I will reach out to OCS to talk about options. Projects may not be installed on properties built after 2003. There is a set timeline for projects for CWH programs. I have read/educated myself on the timeline and deadlines set forth by CWH staff.
All projects come with a 10 year maintenance agreement. If approved, participants will be required to sign Form 3 stating they understand this maintenance responsibility. Proof of infiltration test required for all structural practices All contractors must be paid in full before submitting paperwork for project reimbursement. Upon project approval, I am allocated a certain amount of reimbursement funds and cannot apply for more in the event my project expenses increase. All other costs incurred will be my responsibility. Any changes to project location or design need to be submitted for approval to CWH. If I do not notify CWH staff of changes, I understand that reimbursement is not guaranteed.
Projects cannot begin prior to application approval. My application approval will be revoked if any applicable work pertaining to the project has been initiated before receiving this approval. I understand this application does not guarantee approval of reimbursement or payment of requested funds. Only costs required for the project will be considered for reimbursement. It is the responsibility of the landowner and their contractor to review the CWH BMP Manual to ensure their project follows all CWH project guidelines. Not abiding by CWH policy may cause delay or denial in project application. I hereby grant permission to the County, its authorized agents and employees, to enter the Property upon providing 48 hours written notice and, in any case, at reasonable times and without unreasonable disruption to inspect the Property to ensure that the provided information accurately represents the current stormwater management conditions and to review site conditions as they pertain to my application. By acknowledging below, I am acknowledging all previous statements and will abide by these policies set forth by Howard County Office of Community Sustainability.
